Won't lower

This is a MPE060LEN24T2742 SN#B897N01768S. It will not lower, on going issue. Curtis handle held displays that its getting a lowering input signal, the main contactor, hydraulic valve assembly and lowering coil have been changed (new) but still can't get it to lower continuously. (SPARATIC) at first I could mess with it and get it to lower. Now can't, any ideas?

Does it have a bent or damaged lift cylinder or the lift linkage rusted/ dry?
Chunk of wood wedged in the linkage?
The hydraulic valve on the pump is only a lowering valve that opens a pathway back to the tank and the forks lower by gravity. So if any of the above happens.
Will it lower with a load on the forks?
