Will start after throttle pedal is feathered.

I have a Toyota with a 4Y ECS engine in it that will only start after you feather the throttle pedal. It will not start, even after it is warmed up until the pedal is depressed. The engine runs great after it is started. The previous tech was messing with the throttle pedal and throttle pot, so any info on what to set them at, as a base, would be geeatly appreciated. Adjusting the throttle pot does little to nothing to alter the idle. Fuel pressure appears to be fine.

I would clean the interior of the throttle body including the throttle plate by hand.

It does get ignored too often.

There's a Allen screw by the black cover on the throttle body. It's epoxied over. Dig out the epoxy and you can adjust the governor opening up. Use a torx bit. Works best. Usually 1 turn is all it takes. If the pot is to far out of sequence, there should be a code given. You should have a analyzer to check pot angle i f not equipped on board.
