Toyota 6FGCU15:
Will not go in forward mode

1999 Toyota propane forklift with 4415 hours will go in reverse, but not forward. Is this a simple control valve/ solenoid problem or more serious transmission/ clutch problem. Unit is for sale for $1000 and I am curioius if it is a good deal for purchase. Thanks!
