Weak Transmission Pressure

We have a Toyota 02-5FG30 with a 2-speed transmission.
Transmission works but very low pressure & almost will not move in both F/R & or H/L range.
Tested the pump pressure & was very low. Oil is clean & found no debris in oil. Sent out the pump & convertor but came back no problem there. Removed the top valve body & inspected but found no visual problems. Anyone ever ran across this issue.

Check suction filter on transmission.
Make sure inching spool is returning all the way back in.
