Truck coding 44, MPC contactor intermittently wont stay closed

truck intermittently coding 44. ran test O00, MPC contactor toggling on/off fine. vehicle manager seeing 37 vdc versus 18 vdc on sense line that's called for. vehicle manager or steer amp bad?
