Wont drive forward or reverse when cold rev up for 30 seconds and every things fine

Has it ever been any different from new as all of the TA15-30 Clark transmissions are sluggish when cold, it normally takes 5-10 seconds though normally.
Does it drive OK when warm?

Sounds like a torque converter issue. Torque converter could be bleeding down & be low on fluid- I'd check he fluid level warm vs cold. Just a thought
