toyota 52-8fd20 speed limit

Hello,

i have Toyota 52-8FD20-18474 and it has set speed limit - 10 km/h. how can i remove it? i can't tell if this limit is set in ECU or something is installed to limit the speed.
can anyone consult how could this problem be solved?
