TM15 Mobility issues

We have a Clark TM15, S/N TM247-1398-9091FB, that is having mobility issues. Whenever you put the machine in reverse, the power steering shuts off and if the steering is turned more than just slightly to the right, it shuts off power to the drive motors and stops the forklift. It throws a code 46 whenever this happens. If you shut the key off and put the forklift in neutral, it will work again when the key is turned back on. The left drive motor has been repaired by our local electric motor shop, the drive motor contactors have been replaced with new, and the #3 and #4 rectifiers are also new. Any help with where else to look on this would be greatly appreciated. Thank you all for your time.

Is there a steering potentiometer or micro switches on the steering turntable, they cut power to the motors or reverse the motors depending on how tight you are turning.
