Traction relay will not close.

I have an OLD ERC035 yale Forklift. the machine quit moving (after a service call for other issues.) a day later, I was able to move it from the middle of the flor to it's normal parking place, and all went well, since then we have not been able to get it to operate. Clearly some kind of intermittent problem ( The best kind, right?) the forward and reverse relays close, the fork relay and the fork motor operates normally, if we close the traction relay manually when the direction lever is engaged, the truck leaps forward without speed control.

We replaced the EV100 controller with one from Ebay, but the problem has not changed Certainly COULD have the same problem, but hoping not. At this point I suspect the potbox, but rather than a simple rheostat it's got hall effect stuff in there, and I'm not rear sure how one tests that. Any help would be GREATLY appreciated!
