Still RX20-18 s/n 516213A65015

Hello everyone,
The battery indicator of the forklift shows 0% ,no traction and no hydraulics. The main contactor also doesnt closes. Tried a second battery but the result is same and both batteries are in perfect condition. I did some checks on start up cabling of SU,MCU etc (48V ,24V and 12 V suplying) and seems all good except the terminals XS4 and XS5 has only <20 Volts. Can any of converters cause this problem? is there any way to check them ? its not easy to disconnect them without dismounting the fuse box as the power is connected via metal plates and not cables. Any ideas what else can cause the trouble?
