Made in America week

I noticed Taylor was promoting themselves this week for Buy American week. I know Taylor uses Kessler drive axles made in Germany and their chassis are manufactured in MX. I know the FTC requires the "all or virtually all" of the product needs to be manufactured in the USA to be be able to make the claim as Made in America. I wonder how Taylor gets away with this?
