Where are good sources for used pallet racks?

It all depends on if you want to comply with seismic regulations and the local building codes. Used rack is typically only 20% less than new and much harder to certify capacities.
Yes, California is more stringent but that is not necessarily bad. You may also want to check with your insurance company.

Having a warehouse in California, I would buy new pallet racking and shrink wrap all product.

I have read many reports on racks that fail when earthquakes occur.

Product damage is usually very high as well as the costs.

I am certain you can find dealers in your area that sell used pallet rack. In Atlanta, GA area we have about 10 companies that do this for a living. Just be careful with who you deal with not all have a "good" reputation. Most that have been around awhile are probably safe to deal with.
