Error Code

This forklift has no forward or reverse motion. On the Access 3, the yellow indicator is flashing 1-3-2-7. Would anyone happen to know what this indicates? This lift has not been moved in 18 months. A new battery has been installed, but we want to get this lift working. Just checking to see if this is something simple before I call in our MHE vendor.
