c500 25 no movement

I lost the previous post. I removed the cover with the inching valve and didn't find what I thought I would. How does the valve assy work? I am pretty sure the assy has something to do with the problem.

When the valve is pushed in it diverts the transmission fluid back to the sump which in effect puts the transmission in neutral so that you can accelerate the engine for faster lift speeds.
