You need to install a new encoder first. The scenario you describe is exactly what they will do for a slipping belt/pulley ie: drive a certain distance and then code 32...since you have replaced the belt and pulleys the next step (and cheapest) is replace the encoder. Also I have seen where oil leaking out of the lift/lower valve spool will run down the encoder cable and fill the encoder up. There is no learn procedure for the encoder...just install and go. Check the connection of the encoder cable to the VM (Vehicle Manager) also. If encoder connection or new encoder does not fix the truck, you may have a bad VM. The VM generates a 5V supply to power the encoder...this 5V supply can be verified. Take off right side cover of VM and gently slide out the front panel (distribution board and VFC)...slide out about 5 inches...this expose a square circuit board on the left side of the VM box (power supply card)...look carefully and you will see several test loops...one labeled 5V. With truck powered up test for 5V at this loop...if nothing there...bad power supply card. Hope this helps.
In the corrective actions it says to run test I16 (encoder count)
It may not be sensing movement correctly and faulting out, internal counter failure.
the encoder is basically a wheel inside and a led sensor , if something goes bad internally in the sensor due to contamination or wear this can happen. There are some other things that can create this problem also. I have sent you something to help you troubleshoot this. check your email.

well the encoder on the motor just senses movement of the motor so there is no calibration for that. relearning the handle will not effect this problem.

yes you will have to enter the computer to do this test.
Note: if you have never worked in the computer on these trucks before you may want to have someone that is familiar with this before attempting to do it. changing or entering the wrong mode can cause undesirable results if you happen to do something accidentally. So having someone that is familiar with this system would be best.
The pulleys were almost shot, thought possible slippage but replaced the pulleys and belt, shaft is tight and still have same problem. Do you have test procedures for encoder? could it be I need to relearn throttle, Do I need a password to enter controller. I have no info on this thing!!
Code 32 - No Movement Detected When Travel is Requested
This code is detected if all four of the following conditions
occur at the same time for more than two seconds:
- Speed request from throttle is not zero.
- Velocity from the encoder is zero.
- The PWM command to the CCM & transistor is greater
than 20%.
- No current limit.

- Operator's Display: CODE 32...Inform Service Personnel
- PC Contactor: Energized
- VFC Display: 32
- Speed Limit: 1.0 mph
cycling the key switch will clear the code till the problem reoccurs.
Here are some possible causes:

- If the brake is mis-adjusted so that it is too tight, the drive motor
will not turn freely. This may cause this code. See section

- The encoder cable may not be plugged securely into the Vehicle
Manager at JPS12.
- The mechanical mounting or drive belt for the encoder may be
bad. Check for a loose coupling, etc. If the hardware is loose,
- The Vehicle Manager may be bad.
I would check the drive encoder and the belt, also check the pulley on the encoder cog on the motor and make sure it hasn't come loose and is just spinning on it's mount shaft.
