Clark Forklift lifting issue.

I have a Clark forklift Lifting Issue. I noticed the top mast raises before the bottom one, which is allowing for the forklift to go in a slow speed. Fork are up only a few inches off the ground. So its acting like its fully extended.
Any advice fellas! Thanks.

I had a similar problem and it turned out to be the cushioning valve that needed replacing as edward suggested. Hope you've fixed it by now.

if you run it -all- the way up (until it stalls at the very top of it's stroke), does it start act correctly the next lift?
if so, your problem is that the lift cylinders needs to be completely repacked and the "cushioning valve" replaced.
If not you may have binding due to bad mast or carriage rollers.
