When you refer to the "power" fuse are you meaning a control circuit fuse? Or a power circuit fuse?
To clarify the difference, a control fuse is generally a small glass or ceramic fuse mounted in a fuse block. A power circuit fuse would be the larger fuse mounted on the control panel usually inline with the main power cables.

Take time to do the job right the first time, or you will have to make time to do the job over
Does the fuse blow once the contacts close to travel or shortly after? If instantly have you check for shorts to the motors? What kind of current readings are you seeing? You can localize each motor by turning the wheels to alternately shut down the contactors for each. Thus narrowing your search for the current draw blowing the fuse.
