Toyota 7HBW23 Pallet jack error code E28

Have a Toyota 7HBW23 electric pallet jack that has an intermittent problem. Lift will suddenly lift all the way up and stop.
Gives an error code of E28. Will begin working as suddenly as it stops. Have checked connections and wiring. Can anyone tell me what the error code is for and give me some ideas?

You are correct rogeriwt- Bad lift solinoid.

the lift motor solenoid is probably sticking. I have run into this a few times.
