Does anyone out there know of where a non-toyota dealer can purchase a pn#09240-13380-71 service support tool? any help would be appreciated.

From what I can remember from my days at a Toyota dealer only large end users or national account customers were allowed to purchase.

Is it possible for an individual customer to purchase the tool through toyota if they intend to service the units themselves?

Unfortunetly this is a dealer only tool. It is flagged in the Toyota system so when a dealers orders they have to verify where it is being sold.
