clark tw25

hello people, this truck is too old to repair but for kicks and giggles this is the problem; the machine has lift, but no for/rev, checked voltage at the directional contacts and has 24v to the coils when applied. the oscillating is probably no good, due to the fact they do not close.

but this is the kicker, the chassis is in direct contact w/ battery ground. if you took a positive wire and grounded to chassis, it would smoke it.
the battery is relatively new.

would this cause the card to blow, or not operate properly?
what would cause a problem like this?

both drive motors operate when manually closing contacts.

any thoughts?
