Old Hyster brake problem

We have been unable to locate a brake fluid leak on this machine. The master cylinder goes dry every couple of months. I suspect the inching slave cylinder in the transmission control valve, though we have resealed it once. Monotrol. Any thoughts?

Additional info. There is what appears to be a breather beneath the slave cylinder that is leaking.
