Starter Overheating

I've replaced the starter on this lift 3 times and overheats every time. Soon as it's put on and turned over it's so hot you can't touch it. I called Toyota, they said there's no heat shield or anything for it. Does anyone know know what would cause it to overheat like this? Thanks in advance for your help.

As soon as the engine is rotated. Voltage and Amperage both tested ok. My technician is out there this morning and he found out the customer ran his own wiring for the lights and used a hot wire that feeds the starter. Thanks anyway.

when you say "soon as its turned over" do you mean just rotating the engine or does it get hot after running for a while? have you tested the amperage?
