This code C28 comes up. Machine is stuck in the up position. Any thoughts what could be happening

Raising service to a new level.

The lowering solenoid is stuck closed is one possiblity and the other could be the master on/off switch is stuck open.

Fact of the week
The word "robotics" was coined by Russian-born American science-fiction writer Isaac Asimov who first used the word in 1942 in his short story 'Runabout'. He characterised robots as helpful servants and as "a better, cleaner race."
