No sideshift or tilt

I've a unit with a really slow s/s and no tilt. Pressure check shows 200lbs. with s/s activated and 0lbs. when activate tilt. Lift operates fine and has good pressure. All solenoids are operating fine and have power at appropriate times.Could this be internal leakage in the big solenoid block or tandem pump?
