Cooling fan running constantly

A customer has asked us to look at a constant running cooling fan (mounted on front bulkhead/firewall to cool controller area). I was under the impression they ran constantly from keyswitch on? After plugging in with Judit to check all ok and studying Jeti manual I cant find much info on it. The wiring diagram states its powered via 6U14 interface and has 3 connections, VCC+, VCC- and PWM. Surely if its PWM it shouldnt run all the time or at full speed? If so does anyone have any info on this, what thermistor or temperature sensor monitors and controls its speed, cycles etc if it does operate via this method.
