Forks will not Lower, Tilt inoperative

Working on a Toyota 8fgu20 that the forks will not lower (except with the bypass bolt) and the tilt function no longer works. Side shift and fourth function are operational. Unit has standard dash and has the engine, forks, and wrench lamps illuminated. Engine starts and runs, transmission. After checking for power and ground to the sas/ops controller, I assumed the sas/ops had failed. I sent the controller and had it remanufactured by FSIP. After receiving the sas/ops controller back, reinstalled on truck. Forklift functions have not changed at all.
What is responsible for error codes to be displayed? Could a failure of the ecu cause these issues?. I have purchased the 8 series technical manuals and have spent hours trying to discern what could be going on through looking at the wiring diagrams and typed pages. I need help from an experienced Toyota Tech! 8FGU20 SN 20052
