Hey there was searching Google for same issue you have. I have a 03 Grove A60J with same issue. The Barber Colman electronic governor control unit has been acting up. I have two different universal governor controllers but they just don't work properly with the two different speeds and then if you want to run ground controls it over revs and shuts down. Did you ever find a replacement that works like factory?
