Forklift getting too much fuel

I'm 17 trying to get my forklift I bought running, I don't know the model but it is a 2004, 4cyl, propane, lift.
The only way to get it started is to crack the tank open bearly, take off the hose going into the engine and bring it back a slight bit away from the male end and wave it around while cranking the engine over and holding the throttle. If I crack open the tank too much the throttle, fuel rail, and some other things literally freeze. It runs perfectly if I stay on the throttle and reconnect the hose after it starts but will shut off after I get off the throttle. Any ideas?

Clean it and it will work fine for you
