no accelerator pedal response

Actually this is a Hamech, G25T-16. I think the Komatsu FG25T-16 is the identical truck.
The accelerator pedal doesn't accelerate after immediate start up, then after several seconds the truck goes into fast idle. No response from the access pedal.
Any ideas?
