Fault code E998

I am currently working on a toyota 8HBW23 eletric pallet jack. The issue is, it is displaying a E998 on the BDI, I've checked checked and tested all 4 batteries, there a little bit on the weak side but not bad. Pulled the tiller handle apart checked wiring from tiller thru components down to drive motor. Controller has a flashing yellow light indicating normal. Jack is inop won't move! Any ideas? I can't find that code anywhere Toyota, Raymond nothing!
