Old C20B won't start

I have a mid 1960s C20B that had been converted to propane somewhere way in the past. I bought it about 12 years ago and saw some pretty good usage for a few years. Now I was only using it a couple times a month and have noticed that it's been harder and harder to get it started. When I turn the key I don't hear the click anymore. I have jumped the terminals on the starter in the past to get it going and now nothing seems to work. I know the battery is good so that's not the problem. I would just replace the starter but this is my problem, how do I get access to the starter? I see it but it looks like I can't remove it without taking the engine out which seems crazy. What am I missing? Thanks!
