These external brakes are pretty straight forward but giving me issues. Customer purchased this used machine with 7000hr on it, brake pedal low and will not adjust up. Found shoes saturated with oil so I replaced shoes, wheel cylinders, hub seals and freed up adjusters.Also had drums machined just to clean them up and eliminate the edge. Brake pedal still very low and no power assist. I swapped out the master cylinder and power booster with no change
I see the pressure line to the booster comes from the transmission, where and what pressure should i be reading or should I be checking something else?

Just located the test port to the booster and it reads a constant pressure of approx 130psi regardless if the pedal is pressed or not. I would assume that might be low..
