Inop No display. not running

Greetings Lift Mysters,,,,
Have an Inoperable Lift laid in my lap. Went down months ago with a stuck starter cranking... new starter installed by prior wrench. Worked for less than an hour then smoked the VSM. New VSM installed, again prior to my involvement. Never ran and display came on with key turned to run...once. They turn off the key and display never returned. I step in this week, went through diagnosis with FSM protocols....only fault is transorb shown <.05 ohm. Acquired two new Transorb (TVS) and tested and neither show any resistance... Is the FSM wrong?
per FSM
1. Remove transient suppressor TRANSORB (A) from PDM.
2. Using DMM set to ohms, test TRANSORB suppressor for short circuit across terminals. Reverse DMM probes and repeat short circuit test. Is either resistance reading <0.5 ohms? YES: Replace TRANSORB suppressor. See Electrical System 2200 SRM 1142.

If anyone has a clue please chime in. Have three days into this and work is stacking up..

0L means that you have no continuity. The transorb is not shorted. If you still are getting the same fault, you have a different problem. I would suspect the PDM being shorted.

Fluke 787 and trusty fluke 27. Probes are clean...I am getting OL. Ordered some new transorbs... will update today. Thanks !

Transorb should read above 1 ohm. The one I just tested reads infinity both directions after a slight bump when connecting. What meter are you using?
