unable to adjust one valve

I have a Mazda fe2.0 engine which I bought recently and the head leaked I pulled the head and cleaned and cleaned valves and installed new guide seals I cleaned valves also I installed new head gskt and when I went to adjust valves I couldn't get enough clearance on one exhaust valve my manual shows clearance is.013 for all valves I didn't measure the valve length wondering if anyone has ever run into this problem I checked the rocker arm and it looks fine any input would be helpful

Look closely at where there rocker arm touches the top of the valve. There is a little rotating ball in there with a flat spot on it. That ball has to be rotated just right so the flat spot is what is touching the valve. Once the ball is positioned right, clearance.
