Steering sensor. Need Help

I have been using my newly acquired Raymond order picker for loading a plasma table when it quite steering. It moves back and forth for a minute as it should and then it gives a G4 code. Reset with the key, try and steer and it gives a G2 code. The steering motor never moves.

Diagnostics I have done to this point::

1. No matter where I physically move the steering tire, the Pilot display always shows a green light in the center position, whether the tire is there or not.
2. With the back off (under the hood ??), I can see the Steering Control Board. By moving the position of the tire manually, there are some lights that flicker with the movement, I suspect this is the Encoder activity. Not sure. So I assume then that the position sensor it talking to the board.
3. There is a proximity switch, and it lights up when it comes close to the metal. Which make me assume that it is also working. Away from the metal, no red light. Close to metal and it lights up.
4. After the G2 code. If you keep turning the wheel, the board speaker starts to beep at you with every little movement. My assumption here, is that the Board (on the platform) is seeing the wheel movement.
With all this info is there anything else I can try to get this going. Forward and Back works fine, and the lift works fine. Is there a separate wire between the platform board and the steering control board that could be damaged or something? Any testing or suggestions would be great. Thanks
