1A will come in when the switch is engaged but if you hold the accelerator lets say 3/4 throttle the once it reaches top scr speed it will cut out. After it cuts out if you then engage the 1A contactor there is a delay then the 1A will come in and the motor jumps and continues to run until you release the 1A switch
I would check the high speed contactor. make sure it has both positive and negative voltages when commanded. Brake may also be dragging. If it has contactor drivers. switch them around if no negative to A1 contactor.
