Surface Go (100w) Charging / Wrench Icon

Ok. We have wired up a 100w PD USB C port using a step down converter. This works however it seems when the truck stops it throws the wrench icon and the truck itself has to be restarted. What did I miss here? Here the kicker, it also has a standard USB port (same wiring), charging a phone or speaker doesn't seem to cause this behavior. Thank you for your help.
