Stops are adjusted correctly, it was the first thing I checked. I have come across that before when serving in the forces a HGV locked steering and the stop on one side had been sheared off.

Tyres were worn and the vehicle was being driven around in a concreted yard as opposed to soft ground, but after fitting new tyres fault still persists.

We had this same problem on our M50-4. We got the dealer out, he couldn't find anything wrong other than the steer tires were bald. We got the tires replaced, and never had the problem again. Strange but true. The bald tires must have been putting more drag/resistance on the steering system than it was designed to handle.
