steering binds and slow hydraulic condition

Hello all

We have a Hyster S120 FT PRS, it has a slow hydraulics condition and steering binds, we have replaced the control valve twice, performed hydraulic service, no leaks and fluid is topped off to spec. when bypassing the hydraulic fan, all other functions work as designed. when we connect the hydraulic fan symptoms come back. any help would be appreciated.
