steering and tilt

hope someone can help steering pump motor does not engage unless in forward or reverse also reverse tilt same problem tilts forward ok no reverse tilt until move for/rev lever have swapped steer sensor master controller install new tilt angle sensor ohm out height switch ok green lights on both motor modules contactor engages have battery voltage in and out test voltage at pump motor 24 volts thank you for your time
