Starving For Fuel

I have 2006 Palfinger Crayler CR50 that appears to be starving for fuel. It will start and run for a few minutes, fuel is gravity fed to the Injector pump, I can see fuel in the inline filter. Start the machine and it will run until that filter is out. I can let the machine sit for some time that filter will eventually fill back up and it will run again. I replaced the fuel line and filter between the tank and injector pump. Also changed the spin on filter.
I am sure that is something I am overlooking.
**Edit to add** This machine has been sitting for several years in the garage after it had caught fire, so there is a slight possibility that there could be a wiring issue I am missing.
