Starter inop

I have an 8fdu30 that I'm getting to put back together after another company tore halfway apart. They had wired the trigger wire directly into main chassis harness. I wired it back correctly (the main harness had been replaced), but starter will not do anything. Have power at trigger wire, replaced starter, starting to think something up with engine harness or ecm. Anyone run into this before?
For reference this has the 1zs 3cyl diesel.
