Linde (& Baker) E18 AC:
Slow to tilt forward

I have a Linde E18-AC with issues tilting forward. No error codes logged. When tilting forward, pump runs at full speed, but tilts very slowly. Swapped tilt cylinders and 2Y3 valve with known good, still has issues. Bled lines and ran tilt with hoses disconnected, seems to have proper pressure. All other functions work properly, tilting back work fine as well. Any ideas what issue could be?
