slipping drive

I have a crown 15sp48tt serial number 11258669. My customer complains that any time they drive over a slightly uneven section of floor the drive wheel spins. the drive tire does not look to be excessively worn. I am assuming it is worn more than the casters though causing it to lose traction. my question is, can I shim up the caster to compensate for wear on the drive tire, or do I need to replace both drive tire and caster? And what is the procedure for removing that drive tire?
