You are probably right about it being low on oil causing it to not go up all the way. Repairing the leak in the lift cylinder is a big deal. It's not easy. Also brake repairs are are very involved on that model. I would look for any other leaks that it has and make sure it runs and travels ok. That is a very old model and not worth very much with a lift cylinder leak.
