As far as I'm aware it's not a new law, its an eu law which has been around for some time! It just took a group of 'home care' worker's (my better half works in this sector and the changes happend quickly) to take it to court and win to draw attention to the issue and the law itself - it's starting to snowball now, my current employer made you give them a hour a day travelling for nowt for years and their in the process of abolishing it now! About time too! When you work it out across a year it's a few grand!
