When you say changed the fan, do you mean fan or motor.
If you changed the motor, did you change the flow control valve which is mounted on the motor at the same time.
The fan should rotate at low speed under normal conditions and only go into full speed at over temperature.
Have you checked the engine thermostat and thermostat seal for operation also make sure the engine is pressurising the cooling system.
