what type of belt are you putting on it? a cogged belt? those work best.
also check the V in the pulleys and make sure they are not worn out, if they are you will need to replace the pulley's because if they are worn out no belt new or not will work.
As for the pressure i'm not too sure on that, 1000psi seems a bit low, i was thinking it should be around 1250. There should be a relief pressure valve on that pump or on the steering orbital valve.
