On a 7 series 4 wheel there is a load holding/lowering valve/solenoid assy that can fail and cause the issue you're having. It gets stuck closed partway so the 2nd stage will lower (although slowly) but in freelift can take forever. But like the poster above me said there is a manual lowering valve that bypasses this assy.
