If ti is a 7 series 4 wheel it should have a manual lowering valve in the hydraulic control valve. If memory serves me right it is at the bottom front side of the valve, just above the lift solenoid. It should be a bolt with a jam nut, loosen up the jam nut, push lift lever to lower, than loosen the bolt slowly until the forks come down. If that work than there is a valve hanging up.
